Township of South Stormont Announces Administrative Leadership Transition

The Township of South Stormont has appointed David Barrick as its next Chief Administrative Officer (CAO), effective January 1, 2026. To ensure a smooth transition ahead of CAO Debi Lucas’s retirement on December 31, 2025, Mr. Barrick will join the Township as Deputy CAO on November 3, 2025, working closely with Council, Ms. Lucas, and the senior leadership team through the 2026 budget process and year-end priorities.

David Barrick brings extensive experience in municipal leadership, including serving as CAO for the City of Brampton, senior leadership roles - including Interim CAO - at one of Ontario’s largest conservation authorities, and, most recently, CAO for the Municipality of Thames Centre. He previously served as an elected official with the City of Port Colborne and the Regional Municipality of Niagara, giving him a practical understanding of community priorities and governance. 

Mr. Barrick was selected for the role following a competitive and thorough third-party executive search conducted by Legacy Search Partners and he comes with strong references from the organizations he has served. So, this is an exciting opportunity to contribute to South Stormont’s continued growth and success,” said David Barrick. “I look forward to working with Council, staff, and residents to build on the Township’s strengths, foster innovation, and ensure excellent service delivery for everyone who calls South Stormont home.”

Incumbent CAO Debi Lucas has admirably led the Township of South Stormont since 2018, demonstrating impeccable leadership that has made a lasting impact on the community. During her tenure, she advanced key projects and played a pivotal role in modernizing municipal services, ensuring residents continue to benefit from high-quality and efficient support.
