Water and Sewer Connections

The Township of South Stormont offers municipal water and sewer connection services in the village of Long Sault and Ingleside. The village of St. Andrews West, Newington and Rosedale Terrace offers municipal water only.

The property owner is also responsible for all the other costs related to the connection works to the municipal services. 

Capital Charges are used to recover the costs of growth‑related capital infrastructure required to support new development within the Township. These charges help ensure that growth contributes to the cost of new or expanded facilities—such as roads, water, wastewater, and other municipal services—that are needed as our community grows.

The Township’s authority to impose Capital Charges is provided under Part XII of the Municipal Act, 2001. While the legislation grants municipalities broad authority to establish fees and charges to recover capital costs, it does not prescribe a specific methodology for calculating those costs.

To ensure fairness, consistency, and transparency, the Township has aligned the methodology used to calculate Capital Charges with the principles and requirements of the Development Charges Act (D.C.A.). This approach is widely recognized across Ontario and ensures that growth‑related costs are allocated in a manner that is reasonable, evidence‑based, and consistent with provincial best practices.

By applying this methodology, the Township is able to responsibly plan for growth while protecting existing taxpayers from bearing the financial burden of infrastructure required primarily to support new development.
